Engaging the Concrete Layer in Change

When I was involved in leading large-scale change in organizations, we often referred to middle managers as the “concrete layer” because the vision for change was set by the senior leaders. We sought to provide WIIFM (what’s in it for me) to the front-line employees, but the connection was often blocked by the middle managers who didn’t buy into the change and feared a loss of power by it.

What I realized over time was that we – the change leaders – were really the problem.  We had left out a critical group of stakeholders, the middle managers, and we needed to first get them on board before we went directly to the front-line staff.

Missing Managers

In a recent Korn Ferry survey of more than 15,000 professionals worldwide (from entry-level to CEOs across ten major geographic markets), they found the number 1 shift in the workforce is what they termed “missing managers.”  A big contributor to this phenomenon is that companies often cut the middle manager level in an attempt to cut costs.  This results in fewer managers with broader spans of control that lead to employee confusion and dissatisfaction, and ultimately, reducing productivity.  “43% of employees say their leaders aren’t aligned, and 37% say the lack of managers has left them feeling directionless.”

Key to Retention

The study also found that trusted managers were key to employee retention from the lure of a better rewards package from their competitors. “Our research for the World’s Most Admired Companies found that organizations with the highest motivation and engagement saw twice the revenue growth of their worst-performing peers.”  A significant percentage of employees (80%) say they would stay in a job because they have a manager they trust. This supports the common saying, “Employees don’t quit a job; they quit a bad manager.”

Next Steps for Engaging the Concrete Layer

What is your current state with respect to employee engagement and retention, productivity, and alignment with key objectives?  If you’re struggling with any (or all) of these, take a closer look at your middle managers.  If possible, segment your employee satisfaction results so that you can see how their issues differ from senior managers and front-line staff.  Or hold focus groups of a cross-section of middle managers to probe for concerns and obtain actionable feedback. Alliance for Performance Excellence Announces New President and CEO
The Alliance for Performance Excellence, a leading nonprofit organization dedicated to inspiring individuals, organizations, and communities across the US and the world to achieve higher levels of performance, is pleased to announce the appointment of Brian Lassiter as its first President and Chief Executive Officer, effective June 1.
Lassiter brings nearly 35 years of experience in helping leaders, organizations, and communities improve results using the Baldrige Excellence Framework, the foundational Framework of the Alliance’s mission. He has served in various leadership roles with the Baldrige Performance Excellence Program, the Baldrige-based
American Health Care Association’s Quality Award Program, Communities of Excellence 2026, and has served as Chair of the Alliance’s board of directors for 12 of the last 14 years.
As President and CEO, Lassiter will oversee all aspects of the organization’s strategy, operations, fundraising, and community engagement. He will work closely with the board, staff, and partners to advance the Alliance’s impact and ensure long-term sustainability.
“I am honored to join the Alliance in this new role at such a pivotal time,” said Lassiter. “The Alliance and its 28 member programs have made such an impact in helping businesses, health care systems, educational institutions, nonprofit and governmental agencies and more recently
communities improve their leadership, focus on customers, workforce engagement and effectiveness, and operations. I believe we are positioned to grow and increase that impact in the future.”
The Alliance has served the nation for 20 years and is known for hosting the Baldrige Fall Conference and – through its 28 member programs – administering Baldrige-based assessments that help leaders identify strengths and improvement opportunities in their system, and which
serves as the foundation of state, regional, and sector performance excellence awards.
Lassiter will also continue to serve as President and CEO of the Performance Excellence Network, one of 28 Baldrige-based programs in the US through the end of 2025, as that program works through a transition plan.

The Alliance is also pleased to announce the election of two highly respected leaders to guide the Alliance Board through the end of 2025:

  • Margot Hoffman, President and CEO of The Partnership for Excellence (TPE), has been named Chair of the Alliance Board.
  • Heather Schoch, President and CEO of the Tennessee Center for Performance Excellence (TNCPE), has been elected as Vice Chair.
Together, Margot and Heather bring decades of experience in leadership, performance improvement, and nonprofit management. At TPE, Margot has led a regional program serving Ohio, Indiana, Illinois, West Virginia, and Western PA, supporting organizations in their pursuit of excellence. At TNCPE, Heather has championed quality initiatives across Tennessee’s healthcare, education, nonprofit, and business sectors.
“As we continue building the future of the Alliance, I am honored to serve alongside such a passionate and capable group of leaders,” said Margot Hoffman. “The work of our network is more vital than ever.”
